ORDINANCE NO.: _ 1934
A RESOLUTION GOVERNING
THE NAMING OF HONORARY STREETS
IN THE CITY OF PRICHARD, ALABAMA
WHEREAS, the City of Prichard receives numerous requests to rename existing
streets in the City of Prichard;
WHEREAS, the City Council of the City of Prichard finds that the renaming of
existing streets causes several problems, to-wit: confusion among emergency responders
and those delivering goods and services; miss-delivered and non-delivered mail and
packages; unnecessary and costly reprinting of maps; unnecessary and costly changes in
signage; and unnecessary changes of the name of streets that may have historical or other
significance; and
WHEREAS, the City Council desires to create an “Honorary” street name
program whereby significant people, places and community markers may be honored
with an “Honorary” street name without the adverse affects caused by renaming streets;
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF PRICHARD, ALABAMA, as follows:
1. There is hereby created the “Honorary Street Sign Program in the City of
Prichard under the terms and conditions set forth herein below.
2. Definitions, For the purpose of this resolution, the following terms shall
have the following meanings:
a) Significant Person - shall mean a person, whether now living or
deceased, who has made a substantial and well documented
positive contribution affecting the lives of people residing in the
city
b) Significant Place or Community Marker - shall mean a place, an
edifice, historic event or thing of similar import which has made or
is associated with a substantial and well documented positive
contribution affecting the lives of people residing in the city.
¢) Well Documented - shall mean that the contributions made the
basis of the request for an honorary street sign must be reduced to
writing and/or evidenced by acceptable written documentation and
otherwise capable of being verified from reliable sources and
accounts;

Application Process. A person desiring to have a street named in honor of
a person, place or community marker shall file an application with the city
cletk of the City of Prichard in a form prescribed by the Mayor. Such
application shall contain, but may not be limited to:
a) the name, address and telephone numbers of the
applicant(s);
b)} the name of the person, place or community marker to be
recognized on an honorary sign;
c) a detailed written history or biographical of the person,
place or community marker;
d) a detailed writing of the contributions clearly
demonstrating the service to or place in the community
deserving of honorary recognition; and
e) a copy of each document relied upon by the applicant(s)
which shows the contribution or points of historical
significance to the community deserving of honorary status.
Applications, when made. Except for applications or requests for
honorary street signs pending at the time of the adoption of this resolution,
the applications for honorary street signs will be accepted only between
March 1st and March 31st of each even-numbered year.
Cost of Sign. The cost of honorary signs and replacement honorary signs
shall be borne by the applicant(s). At the time of application, the
applicant(s) must pay to the city the sum of $75.00, as a deposit, for each
signed requested, and must remit the balance of the cost of the sign(s), if
any, prior to installation. All honorary signs will be produced and
installed by the city.
Approval of Honorary Sign. The City Council, with recommendations
from the mayor, shall in its sole discretion, determine whether the request
for an honorary sign is meritorious and deserving.
Description of Honorary Sign. The honorary sign shall be brown in color
and shall measure 24 inches_in width and 8 inches in height not
including any decorative border. The lettering of honorary name on each
sign shall not be more than 4__ inches in height. Each honorary sign shall
have the words “Honorary Sign” across the top of the sign in lettering 2
inches in height.

8 Location of Honorary Sign. Honorary signs shall be mounted atop of the
street sign and shall hang not less than 18 inches above said sign.
9. Removal of Sign, The City of Prichard may, at any time and within its
sole discretion, remove any honorary sign when it deems to be in its best
interest so to do.
10. Effective Date. This ordinance shall become effective immediately upon
its adoption and publication as required by law. .
