T£ any article, section, sentence, clause, or phrase of this Ordinance is for any reason held to be invalid or unconstitutional by declaration of any court of competent jurisdiction, such declaration shall not affect the validity of ~ the remaining portions of this Ordinance. The City Council ) hereby declares that it would have adopted this Ordinance and each article, section, sentence, clause, or phrase thereof irrespective of the fact that one or more articles, sections, sentences, clauses, or phrases be declared invalid or unconstitutional. 4. This Ordinance shall be in full force and effect from and after its adoption and publication as required bv law and shall be effective and operative for the license vear beginning January 1, 1995 and ending December 31, 1996, and for each subsequent year thereafter.
