Page 1 ORDINANCE NO. 1015 AN ORDINANCE TO PROVIDE FOR CERTAIN STREET IMPROVEMENTS IN THE CITY OF PRICHARD AND TO PROVIDE FOR THE ASSESSMENT OF THE Cost THEREOF AGAINST THE PROPERTIES SPRCTALLY BENEFITED THEREBY wee BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY oF PRICHARD, ALABAMA AS FOLLOWS: - ns SECTION 1. The streets and portions thereof hereinafter designated shall be paved for a width of nine feet on each side of the center line thereof (said pavement to be eighteen feet in total width): ATMORE AVENUE s from the north side of Whistler Street north to the south side of Warren Street. THOMAS AVENUE: from the north-side-of St. Stephens Road Y north to south edge of Main Street. JOSEPH AVENUE: from the south edge of Whistler Street, . South to the G.M. & O. RR. ECKFORD STREET: from the west edge of Crystal Springs Road west to the City Limits. . KOOP AVENUE: from the north side of Bckford Street, north . to the G.M. & 0. RR. COZY NOOK LANE: from the west edge of Koop Avenue, West to the end of the street. MOSELEY STREET: from the West edge of Dykes Road west to the end of the street. ANTON STREET: from the Hast side of Bear Fork Hast . to the West side of Wolf Ridge Road. SECTION 2. The sand-clay base for said streets shall be furnished by the County of Mobile. The base shall be mixed and compacted elght inches thick by the contractor and the wearing course shall be eighteen feet wide and one and one-fourth inches thick. The materials of which said pavement shall be composed are asphalt pliant mix on said compacted sand-clap base. Existing drainage structures shall be used, relocated, extended or replaced where necessary by the City of Prichard, SECTION 3. The cost of constructing the improvements provided for in this Ordinance shall be assessed against the properties abutting on the streets and portions thereof herein provided to be improved in the manner provided by the laws of the State of Alabama; provided, that ho assessment shall exceed the cost of the improvements and no assess- ment shall exceed the increased value of the property to be assessed by reason of the special benefits derived from such improvements. Page 2 SECTION 4. The improvements provided for in this Ordinance shall be completed in accordance with the established grades on file in the office of the City Clerk of the City and with the details, drawing, plans, specifications, and surveys and cost estimates of said works hereto prepared by Ployengineering, Inc., Consulting Engineers, and on file in the office of the City Clerk of the City of Prichard. The said details, drawing, plans, specifications and surveys of said work and the cost estimates thereof, which have been exhibited to the City Council, are hereby adopted by said Council and shall remain on file in the office of the City Clerk until June 21, seals 1965 where affected property owners and other interested parties may see and examine same. SECTION 5. The City Council of the City of Prichard will meet on the 21 day of June, 1965 at 5:00 o'clock P.M. in the City Hall to hear any objections, remonstrances, or protests that may be made against the improvements provided for herein, the manner of making same, or the character of the materials to be used. SHCTION 6. The City Clerk is hereby directéd to cause a copy of this Ordinance to be published once a week for two successive weeks in the Mobile Press, a newspaper published in the City, the first i insertion to be at least two weeks prior to June 21, 1965, the date herein set to hear objections, remonstrances, or protests respecting the improvements provided for herein. SECTION 7. The City Clerk is hereby directed to have a copy of this Ordinance sent by registered mail, postage prepaid, to each of the persons last assessing for City taxation the property which may be assessed for said improvements, each such copy to be mailed to each such person at his last known address and to be mailed not less than ten days prior to June 21, 1965.
