Harris vehicle was stuck when officer arrived. A rotation wrecker called for through
dispatch. Pitts and Sons was dispatched to the location. The vehicle was pulled out of the
s{potholes. The road was recently worked on and had yet to be paved.

Incident Statement
On Thursday, June 11, 2026, I walked to my vehicle, a 2019 Ram Rebel 1500 Double Cab,
which was parked at my workplace. I unlocked the driver's side door, entered the vehicle, and
closed the door. Immediately after closing the door, I heard a loud noise.
When I looked toward the rear of the vehicle, I observed that the back window glass had
_ shattered and fallen onto the rear seat. Upon further inspection, I found a rock on the floorboard.

The Public Works Department was cutting grass in the area at the time of the incident. Based on
the circumstances and the presence of the rock inside the vehicle, it appears that a rock was
propelled by the mowing equipment and struck the rear window, causing the glass to shatter.
After discovering the damage, I immediately notified my supervisor and the City Clerk. I was.
instructed to obtain a police report, take photographs of the damage, secure three repair
estimates, and provide a written statement regarding the incident.
I am submitting this statement to document the incident and the resulting damage to my vehicle.

windshield. Do not leave valuables. Auto Glass Now is not responsible for vandalism to vehicles left outside of the
building prior to work starting. There will be a minimum $20/day storage charge on vehicles left more than 48
hours after notification of completion. An expressed mechanic's lien is acknowledged to secure the amount due,
including storage fees and other expenses incurred for removal of vehicles left on-site. All charges are C.0.D.
unless prior written credit approval is obtained. There is a 20% handling charge on returned or canceled items.
CAUTION: As a courtesy to our customers, Auto Glass Now will attempt to vacuum visible excess glass from your
vehicle. However, Auto Glass Now is not responsible for the removal of ALL glass and any extra cleanup of your
vehicle. Please be advised that there may be glass particles not immediately visible. Please take precautions to
avoid any injury.
WARRANTY EXCLUSIONS - This warranty does not cover damage to glass due to vandalism, theft, accident or
negligent conduct, acts of God and/or rock chip/s, or any other damage not involving defective workmanship or
materials. Under no circumstance shall Auto Glass Now be liable for incidental or consequential damage. Auto
Glass Now is not responsible for damage to aftermarket products that may be instafled on your vehicle (i.e.
Remote starters, alarms, radios, TV antennas, or tint) This warranty does not cover leaks, stress cracks, or related
“pre-existing damage in connection with installations to vehicles having damage on the pinch weld. Auto Glass
Now will use commercially reasonable efforts, where possible, to advise yau of the existence of such damage or
rust prior to removal of existing glass. Sometimes rust is not noticeable upon initial inspection; Auto Glass Now
will inform you immediately upon discovery. . Windshield removal process involves working in the area near the
cowl and dash. Due to the age and condition of your vehicle and/or the amount of heat and sun damage to those
areas, windshield removal may result in your dash or cowl cracking/breaking. Such pre-existing conditions are not
always visible prior to removal of your windshield. Auto Glass Now is not responsible for this damage if it occurs.
Tempered Glass: Broken side windows, back glasses, and vent glass may cause small glass particles or debris to
fall and lodge into the regulator, trunk, motor or door latching mechanism. This can happen during the time of
breakage, while driving after breakage, during removal and installation and while driving after successful
installation. Auto Glass Now is not responsible for this consequential damage. A door, trunk or hatch fatch
specialist may be required at customer's expense. Warranty is NULL and VOID if repairs or replacement are
completed by another repair facility without notification to, and prior authorization from, Auto Glass NowThis
warranty does not cover used glass, customer's supplied glass and labor only jobs. We use only industry approved
retention tape and are not responsible for any paint peeling.
LIFETIME WARRANTY - Ail our automotive glass is warranted against defects in material and workmanship for as
long as you own the vehicle in which the glass was installed. All such defects must be brought to the attention of
Auto Glass Now within 30 days of the discovery of the defect. We are not responsible for any damage that results
from your delay in notifying us within 30 days of discovering the defect. Truck sliding back glass is warranted
against defects in material and workmanship for one year from the date of installation, per the invoice. The
original receipt is required to be presented at time of warranty claims: In the event damages occur to your vehicle
during installation, Auto Glass Now reserves the right te inspect the damage prior to any warranty claim. Should
you opt for your own repair facility. Te exercise your rights under this warranty in an expedited fashion, either call
our customer service line at 800-300-8884 or the Auto Glass Now store where work was originally performed.
Mobile service may be limited on a warranty repair.
CHIP REPAIR Disclaimer - The windshield chip repair process is not designed to make the damage disappear; it is
only to attempt to stop the damage from spreading. However, there is a possibility that the damage may spread.
Any amount already paid will be applied toward the total replacement cost of a new windshield by Auto Glass
Now. if insurance paid for repair, you will be responsible for any deductible that may apply.
POST INSTALLATION INSTRUCTIONS - After installation, as adhesive continues to cure for 48 hours do not utilize
a high-pressure car wash. Some vehicles that have ADAS (Advanced Driver Assistance System) may require
recalibration by the dealer after windshield replacement. Recalibrations completed by Auto Glass Now are
warranted for Thirty days after recalibration or the next recalibration event, whichever occurs first.

The Mobile County Commission once again proposes to provide local municipalities with the
opportunity to make purchases on the County's annual bid contracts for certain road construction and
traffic materials.
Alabama's competitive bid law permits the County and municipalities to enter joint purchasing
agreements, when authorized by an ordinance adopted by the municipality and]Jresolution approved by
the County. Our attorneys have drafted such an agreement enclosed, along withljproposed ordinance.
Exhibit A to the agreement and ordinances lists the road construction and traffic included in this
proposal. It requires that each municipality place its own orders and make payment for all purchases
directly to the vendor awarded the bid. Note that the person authorized to place orders on your behalf
must be designated.
If you wish to enter into the joint purchasing agreement, please return [certified copy of the
ordinance, once approved by the Council, and two (2) original, executed agreements (we will return one
fully signed, original agreement to you). It will be most helpful if these are returned by August 1, 2026.

ORDINANCE
ORDINANCE AUTHORIZING JOINT PURCHASING AGREEMENT
WITH MOBILE COUNTY, ALABAMA
WHEREAS, §41-16-50(b), Code of Alabama (1975) authorizes the governing bodies
of two or more cities or counties to provide, by joint agreement, for the purchase of materials,
equipment, supplies, equipment or other personal property for use by their respective agencies;
and
WHEREAS, Mobile County, Alabama (the County) and the City of Prichard, Alabama
(the Municipality), by and through their respective governing bodies, have determined that by
use of a joint purchasing agreement they may achieve economies of scale which benefit the
public by decreasing the cost of materials, supplies, equipment, or other personal property
while increasing the efficiency of both local governments; and
WHEREAS, the Municipality desires to adopt an ordinance authorizing a joint
purchasing agreement with the County; and
WHEREAS, the County desires to adopt a companion resolution authorizing a joint
purchasing agreement with the Municipality;
NOW, THEREFORE, BE IT RESOLVED:
That the City of Prichard, Alabama is authorized to enter a joint purchasing agreement
with Mobile County, Alabama for the purchase of the items needed for the construction and
maintenance of roadways, sidewalks, parks, and like public facilities, and roadway lighting,
traffic signals, lighting, traffic detention components and systems, shown on Exhibit A.

JOINT PURCHASING AGREEMENT
BY AND BETWEEN MOBILE COUNTY, ALABAMA
AND CITY OF PRICHARD, ALABAMA
WHEREAS, the City of Prichard, Alabama (the Municipality), acting by and through its
governing body, has heretofore adopted an ordinance authorizing the Municipality to enter a joint
purchasing agreement with Mobile County, Alabama, as authorized by §41-16-50(b), Code of
Alabama (1975); and
WHEREAS, the Municipality is informed and believes that Mobile County, Alabama, acting by
and through the Mobile County Commission, has adopted a companion resolution authorizing the
County to enter a joint purchasing agreement with the Municipality;
NOW, THEREFORE, the premises considered, the County and Municipality agree as
follows:
1, The County may advertise, for the benefit of the County and the Municipality (as well as
other municipalities which have or may in the future authorize a joint purchasing agreement with the
County) for bids for the items needed for the construction and maintenance of roadways, sidewalks,
parks, and like public facilities, and roadway lighting, traffic signals, lighting, traffic detention
components and systems, shown on Exhibit A.
2. All invitations to bid will clearly note that either the County or the Municipality (as well
as other municipalities, which have or may in the future authorize a joint purchasing agreement with the
County) may purchase off the bid. Neither the County nor any municipality shall be required, however,
to make any purchase under a joint bid awarded by the County.
3. Each party shall comply with all terms of the bid specifications. When purchasing off a
joint bid, each party shall be solely responsible for issuing its own purchase orders, processing invoices,
and remitting payment. Each party shall appropriate and pay for its purchases in the same manner as for
its other expenses, This agreement does not create any liability in the Municipality for goods purchased by
the County, and no liability in the County for goods purchased by the Municipality,
4, This Agreement shall be effective as of October 1, 2026, and shall remain in effect
for a period of one (1) year; provided, the Municipality's authority to purchase pursuant to this
Agreement may be cancelled should the Municipality fail to pay an invoice or invoices for purchases
made hereunder, within a reasonable time.
5. The Municipality may repeal its ordinance at any time and the County may repeal its
companion resolution at any time; provided, such repeal shall not be effective as to any purchase
order issued by either party, for which payment has not then been made.
6. The County shali in all cases be the bidding agent. The Municipality hereby

REPORT OF THE GRAND JURY IN RE: THE PRICHARD POLICE DEPARTMENT
JULY 21, 2026
TO: HON. S. WESLEY PIPES, PRESIDING JUDGE OF THE THIRTEENTH JUDICIAL
CIRCUIT OF ALABAMA
The Grand Jury of Mobile County hereby issues this report regarding the
Prichard Police Department. Based on evidence presented, the Grand Jury finds and
recommends as follows:

L Findings
Section 12-16-224, Code of Alabama, states in part that “[t]he grand juries
of this state may make written reports as provided by law.”
Section 12-16-223, Code of Alabama, provides, in relevant part, that
“{gjrand juries shall make no reports critical of any citizen of this state
without returning an indictment or bill of impeachment against the same.”'
Section 36-11-3, Code of Alabama, states “{i]t shall be the duty of every
grand jury to investigate and make diligent inquiry concerning any alleged
misconduct or incompetency of any public officer in the county which may
be brought to its notice; and, if, on such investigation and inquiry, it finds
that such officer, for any cause mentioned in this chapter, ought to be
removed from office, it shall so report to the court, setting forth the facts,
which report shall be entered on the minutes of the court.”
However, Section 36-11-3, Code of Alabama, as quoted above, applies to
“public officers” subject to impeachment proceedings. A chief of a
municipal police department is not a “public officer” subject to
impeachment. Rather, the chief of a municipal police department is
potentially subject to removal pursuant to Section 11-43-160, Code of
Alabama?

Nevertheless, it is beyond question that the “grand jury shall have
inquisitorial powers over all indictable offenses found to have been
committed or to be triable within the county, and shall have authority to
return indictments for all such offenses.” Ala. R. Crim. P. 12.3(d)(1).
Based on evidence presented to this grand jury, the Grand Jury has
returned an indictment charging Chief Walter Knight and Major Aaron
Tucker each with the offense of official position or office for personal gain
in violation of Section 36-25-5, Code of Alabama.
Section 36-25-5(c), Code of Alabama provides that “[nJo public official
or public employee shall use or cause to be used equipment,
facilities, time, materials, human labor, or other public property under his
or her discretion or control for the private benefit or business benefit of
the public official, public employee, any other person, or principal
campaign committee as defined in Section 17-22A-2, which would
materially affect his or her financial interest, except as otherwise
provided by law or as provided pursuant to a lawful employment
agreement regulated by agency policy.” (Emphasis added).
Based on evidence presented to this grand jury, the Grand Jury has
returned an indictment charged Chief Walter Knight and Majar Aaron
Tucker each with the offense of theft in the second degree in violation of
Section 13A-8-4, Code of Alabarna.
In general terms, the Grand Jury finds that Chief Walter Knight and Major
Tucker each used time and equipment that was to be used for citizens of
Prichard for his private benefit in conducting “side jobs” relating to funeral
processions.
Moreover, the Grand Jury has been presented with additional information
regarding the Prichard Police Department, including the following:
« Emanuel Dotch was recently federally indicted for various and
multiple offenses intimately connected with his position as a
Prichard police officer.
* Aprosecution against two individuals for drug offenses was recently
nolle prossed by the Mobile County District Attorney due to the
evidence at issue being obtained after a violation of the Fourth
Amendment by the Prichard Police Department.
* Ryan Phillips was recently charged in Alabama state court for
receiving stolen firearms in connection with his position as a

violating federal law as to this same alleged conduct.

e Jihad Irby was recently charged in Alabama state court with various
charges, including bribery and extortion, in connection with his
position as a Prichard police officer.
e Malachi Ligon was recently charged in Alabama state court with
theft of property in the third degree. Malachi Ligon was also
charged with distribution of private images in violation of Section
13A-6-240, Code of Alabama. Both charged crimes were in
connection with his position as a Prichard police officer.
e The Prichard Police Department's evidence room was recently
found to have improperly stored evidence including firearms, drugs,
and sexual assault kits.
* On multiple occasions, felony prosecutions have been dismissed
simply due to felony complaints not being signed by Prichard police
officers.
« On multiple occasions, suspected controlled substances have not
been submitted to the Alabama Department of Forensic Science by
Prichard police officers.
e Ina capital murder investigation into a double murder that took
place in June of 2022, the whereabouts of various items of
evidence apparently collected by the Prichard Police Department
are unknown.
e To protect the citizens of Prichard, the Mobile County District
Attorney has recently requested the Mobile County Sheriff to take
over day-to-day law enforcement duties in the City of Prichard.
ll. Recommendations
The position of chief of police of any city is best served when the person
appointed possesses character and fitness which place him above
reproach, particularly in regard to involvement, even if peripherally, in
criminal activity. He must himself abide by the law if he is to enforce its
provisions on others.
Demastus v. City of Phil Campbell, 519 So. 2d 1359, 1361 (Ala. Civ. App. 1987).
Accordingly, the Grand Jury recommends the following:
1.) The City Council of Prichard begin proceedings to remove Walter Knight
as Chief of Police pursuant Section 11-43-160, Code of Alabama.

The Prichard Police Department be abolished and subsequently rebuilt,
under the guldance of a qualifled consultant, using accreditation by the
Commission on Accreditation for Law Enforcement Agencies (CALEA) as
a management model.
The City of Prichard contract with Mobile County to provide law
enforcement services until the City of Prichard is able fo finish rebuilding
its municipal police department using accreditation by the Coramission on
Accreditation for Law Enforcement Agencies (CALEA) as a management
model.
That these recommendations be made public and directed to the Prichard
City Council.
